In Taiwan, the newly revised Toxic Chemical Substance Control Act (TCSCA) came into force on 11 December 2014. The Act, which adopted a European REACH-style registration scheme, requires manufacturers and importers to register their new and existing chemical substances prior to entering Taiwan’s market, with a clearly defined, tonnage band related data set.

The first deadline (Phase I registration) for existing substances manufactured or imported >0.1 tonne/year was 31st March 2016. Companies that manufacture or import for the first time after this date must submit a late Phase I registration to the Environmental Protection Administration (EPA).

Following Phase I registration, three batches of “designated” existing substances will be announced by the EPA. The first list is expected to be published early 2018. Similar to EU REACH, TCSCA’s data requirements are tonnage band related. Joint submission is allowed but not mandatory.
