TR-REACH

  • Full name: KKDIK - the Turkish implementation of the European Union's (EU) REACH in Türkiye
  • Came into force: December 23, 2017
  • Competent Authority: Ministry of Environment, Urbanisation and Climate Change (MoEUCC)
The Türkiye REACH Regulation, known as KKDIK (Turkish acronym for Registration, Evaluation, Authorization and Restriction of Chemicals) was published on 23 June 2017 by the Ministry of Environment and Urbanization (MoEU) and entered into force on 23 December 2017.

Similar to EU-REACH, KKDIK requires pre-registration and registration for substances that are manufactured or placed on the market in quantities greater than 1 t/a, either on their own or in mixtures, or in articles with an intended release.
In contrast with EU REACH, KKDIK does not set out separate pre-registration and registration deadlines depending on the classification of the substance or the annual tonnage band. The pre-registration period will start late 2018, registration is required between 2021 and 31 December 2023 for all substances and all tonnage bands > 1 t/a.
On 23 December 2023, the Türkiye Official Gazette officially postponed the initial deadline, and split it into 3 deadlines for substances manufactured or imported in their own form or in a mixture or in goods:
  • 31-Dec-2026:
    • Annual amount of 1000 tonnes or more
    • Annual amount of 100 tonnes or more , and that are within the Aquatic Acute 1 and/or Aquatic Chronic 1 (H400, H410) hazard categories according to the Regulation on the CLP of Substances and Mixtures
    • Annual amount of 1 tonne or more , and that are within the CMR Category 1A or 1B hazard categories according to the Regulation on the CLP of Substances and Mixtures.
  • 31-Dec-2028:
    • Annual amount of 100 tonnes or more
  • 31-Dec-2030:
    • Annual amount of 1 tonne or more
